We started in October 2004 trying to understand the draft constitutional treaty. Was it a sinister threat to a thousand years of British democracy? Or was it a sly takeover by the French and Germans? Nothing so dramatic: it was inevitably more complicated and generally worthy. How to get the advantages of scale (of a population of 460m) without creating a super-state with the resultant feared loss of national identities?
